It reminds me of the believing vs belonging conversations. The emphasis is on making sure the "numbers" are up. It seems to hold "telling" in higher esteem than "listening" (our current missional focus). Of course we are called to proclaim the Gospel. I am just more personally motivated by doing that through service and meeting human needs (a la world vision, compassion) than just to spread the word.
